NAI Becar won the tender held by OOO Russian Rail Roads to modernize the building of Finlyandsky Train Station in St-Petersburg and the Train Station in Vyborg.
The Management of Train Stations, a part of OAO RR, also considers a possibility to carry out further large-scale reconstruction of the Finlyandsky Train Stating including the adjoining areas.
The modernization coincides with the launch of high-speed trains between St-Petersburg and Helsinki in July 2010.
The tender was held in September and October 2009 based on the Concept of effective use and development of train stations before 2015 designed by the Management of Train Stations.
The modernization plan provides for boosting economic efficiency and profitability of ridership as well as improving the quality of customer service.
While designing the concept of train station modernization, NAI Becar used western best practices in train stations development based on examples from Great Britain and other European countries as well as the USA. The concept will make the Train Station a multi-use passenger and transport interchange station.
The first stage of the plan includes all works necessary to launch the international high-speed trains between St-Petersburg and Helsinki due July 2010.
The modernization of Vyborg Train Station will only consist of one stage to be finished before the summer of 2010.
As for the second stage of Finlyandsky Train Station modernization, it will deal with modernizing the building itself and adjoining buildings in order to increase the space used for passenger flow. This will make the Train Station more comfortable for passengers and increase the profitability of the place.
The deadlines for the first and second stages depend on how fast the buildings used by different departments of OAO RRR will be on the balance sheets of the Management of Train Stations. At the moment, technical design assignments and overall summary estimates are being developed and approved by relevant departments of OAO RRR.
NAI Becar says as Finlyandsky Train Station is in the existing development so it is wise to use the railroad precinct to increase the passenger flow of the created interchange station. Development of commercial, office and hotel functions in the area should be also considered as possibilities.
These tasks are solved within the third stage of the modernization; the stage is currently being discussed by the parties. It provides for a large-scale modernization of the station complex including the move of railroad tracks and platforms, modernization of adjoining areas and railroad precinct as well as constructing a big multi-use complex up to 350k sq. m.
Together with creating new commercial space and space used for train station needs, the new complex will consist of a bus station in order to provide better transportation access to the object and to establish a better connection with other train stations and airports as well as a parking lot used for parking cars by departing passengers. An idea to build a hotel and offices is also discussed.
